Back to the drawing board? A new 700-page plan to redevelop the long-blighted site of the former Six Flags amusement park in New Orleans East is getting a skeptical reception. Brenda Breaux, head of the New Orleans Redevelopment Authority, groused that Bayou Phoenix, the group chosen to lead the project, left out key details, such as its financing and infrastructure plans.
