| Around 2:45 a.m. Oct. 19, officers observed a vehicle dragging a tree branch and upon stopping it, discovered that it had fresh damage to the bumper and a flat tire. The driver appeared to be under the influence and performed poorly on sobriety tests and refused to take a breathalyzer. |
