About 41% of public schools are at or above capacity, and half are over 50 years old. Replacing just those older schools could cost nearly $25 billion, according to a report compiled by the Virginia Department of Education. The study was requested by the Commission on School Construction and Modernization, tasked last year by the General Assembly with making funding recommendations for the state. In fact, the police didn't identify Curtis as the killer, given that they have a policy against releasing the names of suicide victims. But when the family finally got Curtis' name, they are trying to get his Florida burial with honors reversed, and his body exhumed. For as long as anyone alive can remember, the Rodman name has been synonymous with barbecue in Hampton Roads, ever since Roy Rodman started selling his vinegar-tanged pork to Portsmouth churches around 1929.
