| Staffing at the Hampton Roads Regional Jail has continued to decline -- with more than 100 jail officer positions now vacant -- and its unclear when the member cities will be able to send back the inmates they removed from the jail late last year to alleviate the issue. Orioles executive vice president and general manager Mike Elias said Wednesday that the team plans to use Prince Georgeâs Stadium in Bowie as its alternate training site in April to replace the first month of the Triple-A season.
