INATTENTION: The most detailed explanation to date for the Oct. 11 car wreck that killed two children on Interstate 510 in New Orleans East comes from newly obtained police records: One of the drivers was speeding and took his eyes off the road to change radio stations before he crashed into the victims' disabled car.
