The Court of Auditors recognises the complexity of implementing these funds and considers that the projects were selected efficiently. However, it notes shortcomings in the monitoring of the funds allocated and a lack of specific data on the number of aid programmes for Ukrainian refugees, making it impossible to measure CARE's effectiveness.
