🌧️ Snow and rain showers will develop and expand east and northeast Tuesday morning. The Twin Cities will see a back-and-forth with snow and rain while southern Minnesota will see mostly rain. Heavy snow will fill in across portions of central and northern Minnesota by evening into the overnight.

❄️ The bulk of snow in the Twin Cities will come overnight Tuesday with cooler temperatures and darkness. From the Twin Cities and points south, snow will turn back over to rain for Wednesday. The heaviest snow will fall from north-central Minnesota up the North Shore.

‘Nobody likes them’: Spending cuts included in House, Senate budget blueprints
Democrats in the Minnesota Senate and leaders of the DFL and GOP in the Minnesota House released their budget blueprints over the weekend, known at the Capitol as targets. They lay out how much legislative leaders would like to spend on different areas of state government — like schools, public safety, health programs and other services. Committees will use the targets to decide what they can fund this year and what existing programs and services might need to be cut.
 
The Indian Child Welfare Act is before the Minnesota Supreme Court again. Here’s why

Martin County foster parents are getting another audience in front of the Minnesota Supreme Court after arguing last fall that the nearly 50-year-old law is unconstitutional. They say they should be allowed to adopt two Native children after they were placed with a relative.

🗑️ St. Paul mayor declares state of emergency for trash collection. FCC Environmental Services will start collecting trash for the majority of St. Paul residential households this week. Carter’s declaration temporarily suspends zoning regulations to allow trash collection while a zoning dispute is settled.

🚗 Road projects aim to ease congestion along Twin Cities freeway, Rochester interchange . Road construction season is getting underway across Minnesota with two major projects starting: adding driving lanes to a well-traveled Twin Cities freeway and major changes to a busy Rochester interchange.

  🚓 MPD still working through monitor’s first year goals to speed up complaint backlog, finalize policies. The police department is on track to meet about half of the policy and training goals, but both the monitor and head of the state’s human rights department say they are encouraged by some progress.

🚨 MSU Mankato says ICE detained student; reason unclear. Minnesota State University, Mankato said in an email Monday that U.S. Immigration and Customs Enforcement  apprehended the student at an off-campus residence on Friday, a day after ICE detained a University of Minnesota international graduate student.

📖 Bemidji novelist Dennis E. Staples aims to make the North Woods scary with new book. Red Lake Band member Dennis E. Staples won national acclaim for his first book “This Town Sleeps.” Now he’s back with a second novel that's  a tale that mixes horror and dark fantasy with Ojibwe culture.

🏛️ AG Keith Ellison won't run for U.S. Senate, backs Flanagan for DFL nod. The Democratic attorney general is endorsing Lt. Gov. Peggy Flanagan for the Senate seat being vacated by Democratic Sen. Tina Smith, who is retiring rather than seeking a new term in 2026.
🎧 Hundreds protest ICE detainment of U of M graduate student. Protesters gathered at the University of Minnesota Twin Cities campus after an international graduate student was detained by immigration officials on Thursday. During the rally, it was announced that a student at Minnesota State University, Mankato was also detained. 

🎧 Minnesota insurance costs could continue to rise under new Trump tariffs. President Donald Trump is promising to unveil Wednesday a new set of tariffs on U.S. trading partners, in addition to auto tariffs already set to go into effect Thursday.

🎧 What Trump’s executive orders mean for Native American students in Minnesota. Two recent executive orders issued by Trump affecting education may have profound effects on educational resources for Native American students from kindergarten through college.
