THE LONG HAUL: In the biggest attempt yet to end New Orleans' garbage crisis, Mayor LaToya Cantrell says she's contracted with four emergency waste haulers to put more collection trucks on the street immediately and speed trips to the dump. The $20 million plan includes more than 20 additional garbage trucks and 35 work crews using dump trucks and front-end loaders to pick up waste.
In a related bit of good news, the City Council suspended the $24 monthly sanitation fee that appears on Sewerage and Water Board bills.

This is a story about notes written by Tulane University freshmen on small scraps of paper.
