By 2027, all councils are supposed to have a purple glass recycling bin. But up to 30 councils are pushing back. 
 

City of Manningham mayor Dierdre Diamante would rather the container deposit scheme (CDS) was expanded instead. She told Sharnelle and Bob on Breakfast that adding an extra bin instead of using the CDS is a “value for money issue”.
