BY DOUG GRAHAM | Staff writer To escape the East Baton Rouge Juvenile Detention Center last month, two teenagers went out an unlocked exit door into the center's recreational yard, climbed onto the center's roof and left the facility's grounds. According to a report by the Louisiana Department of Children and Family Services, a switchboard that was supposed to signal staff that doors were unlocked had malfunctioned. The escapes catapulted an already controversial facility back into the public eye. Baton Rouge musicians Stanley Masinter and Chris Pierce will take part in this year's Rose Parade as members of Pipes on Parade, a 168-member-strong ensemble consisting of bagpipers, drummers and Scottish dancers. Masinter is following in his father's footprints: Louis Masinter marched in the 1932 parade as a member of the Tulane University band.
