Easier recalls?: A bill that would lower the trigger for recall elections in Louisiana will be considered by the full House, Matt Sledge reports. The bill was filed not long after New Orleans organizers failed to get a fifth of that city's voters to agree to an election about Mayor LaToya Cantrell's future. Spending cap: Louisiana House conservatives could block efforts to spend $1.8 billion in excess revenue on road and bridge projects this year, James Finn reports. Those legislators say the 2025 expiration of a temporary sales tax could create budget shortfalls for the state, and that the excess should instead either be saved or spent on state debt.
