President Petr Pavel has thoroughly reviewed the arguments from judiciary representatives urging him to veto the amendment to the law on salary increases for public officials.
On Thursday, Tomáš Foldyna, president of the Union of State Attorneys, urged the president to veto the amendment. The plaintiffs argue that the amendment contradicts a ruling by the Constitutional Court and undermines the principles of the rule of law. The Judicial Union raised similar concerns last week, and the Judicial Board also considers the amendment unconstitutional.
Although the Senate did not approve the amendment last week, it allowed it to pass without making any changes. The president will be required to sign the amendment as adopted once the one-month deadline expires.
Czech schools are grappling with aggression, with recent discussions focused on bullying and cases of violence in Hodonín. On Friday, representatives from the Interior and Education ministries met to discuss school safety. The meeting addressed how to integrate preventive measures and crisis behavior protocols into schools.
Over the next 14 days, the state will present schools with several recommendations, including webinars, and update school regulations. Education Minister Mikuláš Bek also proposed mandatory safety training for teachers and staff, which would require changes to legislation.
President Petr Pavel will meet with the Association of Regions of Czechia next week to discuss several topics, including the transfer of funding for non-teaching staff from the state to the founders. The Association of Regions is one of the organizations calling for a stop to the proposed transfer. The transfer has also faced strong opposition from regions, towns, municipalities, and school unions.
The government plans to transfer funding for non-teaching staff, such as cooks, cleaners, and janitors, as well as part of other non-investment expenditures (ONIV), to school founders starting in September. The proposal suggests that schools use this transferred money for items like textbooks, teaching aids, teacher training, and trips.
The sickness insurance system bounced back from a downturn last year, ending with a surplus of CZK 10.2 billion. Employees, employers, and some sole traders contributed more than CZK 57.7 billion in premiums, an increase of nearly CZK 15 billion compared to the previous year.
Sickness benefits paid out also rose by over CZK 47.5 billion compared to the prior year, according to data from the Czech Social Security Administration. The increase in insurance premium collections is attributed to the return of sickness levies for employees and a higher number of employers and workers.
The average mortgage rate dropped slightly again in early February, falling by 0.02 percentage points from the previous month to 5.11%. This marks the lowest rate since the spring of 2022, according to the Swiss Life Hypoindex, which is based on offer rates at the start of each month. The methodology reflects the average mortgage offer rate for 80% of a property's value.
A fight erupted between spectators at a boxing event at Brno's Bobycentrum on Friday, and the police are now investigating the incident. One person was taken to the hospital with injuries, and a paramedic was also injured. As of writing, no one has been charged.
