Macron and Europe: an urgent appeal

Emmanuel Macron's Sorbonne speech sets out ambitious and visionary proposals for Europe. "They reflect the urgent need to wake up" in economic, financial, security and cultural terms. "We must defend our interests, protect ourselves from repeated aggression, cyber or otherwise; we must even counter-attack". Faced with Europe's impoverishment, we need to pursue a policy of growth. In the face of the Russian threat, we need to rearm. To embody Europe's "culture of creativity, freedom and abundance", we need a genuine European digital cultural platform, based on Arte. If we are to offer answers to Europe's citizens, we urgently need to work together with our European partners.

The third era of European integration

The first period was that of the 1950s, "the crazy gamble of the Founding Fathers"; the second, the creation of an area without borders; the European Union has now entered its third period, that of "geopolitical completion". In this new era, the European Union faces a number of challenges: democratic, economic, security, but also the challenge of nurturing the inventions of tomorrow, by preferring incentives to rules. Europeans will have to "devise new means, new policies which, while denying nothing of past successes, are willing to take account of the reality of the new world".

Twenty years after the greatest-ever enlargement

1 May 2024 marks the 20th anniversary of the accession of ten new Member States to the European Union. This 'greatest-ever enlargement' is a symbol of the continent's peaceful unity and, for Élise Bernard, our greatest geopolitical asset. This review reviews the strengths and weaknesses brought about by the accession of 10 States, which has had a profound effect on European integration, from the reform of institutions to the reunification of the peoples of Europe - separated for too long by the Iron Curtain - not forgetting Mediterranean issues and the emergence of political figures who have punctuated the news of our Union over the last 20 years.

New European challenges: the "Schuman" lesson

In light of the health crisis and the war in Ukraine, "the European institutions have had to adapt to the needs expressed by the Member States". The Green Deal, digital regulation and the measures taken to deal with the Russian aggressor have been spectacular responses in a new geopolitical environment. The mistakes that have been made should lead us to encourage and support rather than constrain and regulate. Faced with new economic and foreign and defence policy challenges, "offering European added value over the long term" rather than trying to replace national policies straight away is probably the recipe for success. According to Jean-Dominique Giuliani, "the Schuman method" is more relevant than ever before.

Health for the Europeans, who cares?

Enjeu transversal de l'action européenne, la santé s'inscrit dans le cadre d'une "Europe qui protège". Pour construire l'Europe de la santé, des pistes existent pour la mise en place de compétences partagées. A l'issue de la Conférence sur l'avenir de l'Europe, l'Union a par ailleurs affirmé sa volonté de créer un "droit à la santé". Dès lors, comment "renforcer l'horizon d'un affectio societatis sanitaire européen" ? Pour Tiphaine Maloingne, il faudrait considérer l'émergence d'une démocratie sanitaire à l'échelle européenne, se pencher sur le rayonnement de l'Union dans la recherche et l'innovation, ou encore créer un groupe de réflexion sur la santé européenne qui aborderait les nouveaux grands défis tels que le bio-droit ou l'intelligence artificielle. Rendre la santé intelligible au citoyen se révèle aussi essentiel.

“The European Union enlarged from 27 to 36 members? Towards an "Agenda 2030”

If the EU enlargement process is to be revitalised, the challenges it entails must be openly addressed within the framework of a "2030 agenda". In the Western Balkans, the rule of law remains a source of concern, as do internal tensions and tensions between neighbours. In addition, mass immigration and the widening economic gap with the EU threaten stability. As for Ukraine and Moldova, the EU's capacity to integrate them raises questions, as do the security consequences of such an enlargement. In Pierre Mirel's view, the emphasis should be on gradual integration, with a period of consolidation. The Commission must put forward a comprehensive proposal, including impact studies.

Has the time come for European defence?

"From foreign policy to external operations, via the defence industry and collective defence, there is a common thread running through a shared future that has yet to realise its full potential". So European defence offers some promise, at a time when war has returned to the continent and in the event of a change of policy by the Americans in Ukraine. Without a natural leader, this defence is still conceived in the shadow of NATO and the American umbrella. Maxime Lefebvre believes that we need to break the taboos and open up the debate.

European elections monitor :

The Democratic Union comes out ahead in the Croatian general elections... but without an absolute majority

The coalition led by the Democratic Union (HDZ), led by outgoing Prime Minister Andrej Plenkovic, came out ahead in the Croatian parliamentary elections on 17 April. It won 34.32% of the vote and 61 of the 150 seats in the Hrvatski Sabor, the single chamber of parliament (down 5 on the previous general election of 5 July 2020). It beat the Rivers of Justice (Rijeke Pravde) coalition, led by Pedja Grbin's Social Democratic Party (SDP), which won 25.41% of the vote and 42 MPs (+1).

President of the Republic Gitanas Nauseda is set to be re-elected in Lithuania

22/04/2024

On 12 May, Lithuanians will go to the polls for the 1st round of the presidential election. The outgoing head of state, Gitanas Nauseda, is standing for re-election. Among his main rivals is Prime Minister Ingrida Simonyte (Union of Fatherland-Christian Democrats, TS-LKD). The two candidates have already faced each other in the 2nd round of the previous presidential election on 12 and 26 May 2019. Six other candidates are in the running for this election. If none of them obtains more than 50% of the votes cast +1 vote on 12 May, a 2nd round will be held on 26 May.

Next month, from 6 to 9 June, Europeans are invited to elect 720 Members of the European Parliament for the next five years. Map of European Recovery Plans
In response to the economic and social consequences of the Covid-19 pandemic, the European Union has set up a €672.5 billion recovery fund, known as the "Recovery and Resilience Facility", to be used by Member States in the form of grants and loans. The Foundation offers you an interactive map of the plans country by country, to find out the amounts, timetables and priorities.

Europe is the women's continent, but progress still needs to be made. To illustrate the place of women in European politics, society and the economy, the Foundation has produced a map and three tables showing the number of women in governments, national parliaments and the European Parliament, taking stock of the numerous elections.
