26-year-old James Douglas Mitchell, who was last seen wearing a white t-shirt, blue jeans and a blue button down shirt, was one of nine men in the transportation van driving from the MCF-St. Cloud with several stops at several Minnesota Department of Correctional facilities when it was overtaken at the Lino Lakes facility.
