How Trump's national emergency frees up roughly $8 billion in plan to pay for a border wall

President Donald Trump's proposed border wall package includes $1.375 billion from Congress. The president will also attempt to access $3.6 billion in military construction money, $600 million in funds at the Treasury Department and about $2.5 billion from counter-drug activities within the Department of Defense.
