A week before Trump's order protecting meat plants, the industry sent draft language of an executive order to feds

Emails show meatpacking executives asked the U.S. Department of Agriculture for orders to reopen and protection from local health officials as COVID-19 sickened thousands of workers. A week after the draft of the executive order was sent, President Donald Trump signed an order with similar language, which caused confusion over whether local health authorities could close plants due to COVID-19 outbreaks.
