ROADBLOCK: The $1.3 billion passenger terminal at Louis Armstrong International Airport opened in November 2019, even without a smooth connection to Interstate 10. That link was supposed to open in November 2022, then in early 2023. Now it’s been postponed again.
OPEN QUESTION: When Mayor LaToya Cantrell was asked in August about potential ethical issues in hiring nightclub owner Howard Kaplan to manage New Orleans' night-based economy, the mayor cited a pending Louisiana Ethics Board opinion to argue that “no conflict of interest exists here.” But an Ethics Board attorney now says Kaplan failed to respond to “numerous” attempts to contact him about his dual role as city official and business owner, so the board has decided not to render an opinion.
KIDS IN CUSTODY: A child psychologist threw cold water Tuesday on Louisiana’s plan to move two dozen imprisoned teenagers from the violent and escape-plagued Bridge City juvenile lockup to the maximum-security adult prison at Angola. “I couldn’t ethically sign off on this,” she testified in federal court. “In fact, I might have to report it.”
