Worthless: An ankle monitor was supposed to afford protection to Peggy Rayburn from her estranged husband, but in the weeks before her death law officers were never notified the man was casing her home in St. Francisville. Lea Skene tracked down the records and retraced the killer's travels in the days before a Sept. 20 murder-suicide.

Relaxed rules: LSU says it will no longer require that football fans be vaccinated against the coronavirus, or that they have a recent negative test, before they are allowed to enter Tiger Stadium. We have a short story now here, and Caroline Savoie will have more details later so check back.
