Millions wasted or unspentOver the past 11 years, East Baton Rouge Parish has received more than $60 million from the federal government to address one of its most intractable problems: affordable housing. Yet 20% of that money went to waste or languished without getting spent. Forgotten gravesWhat started as an effort to restore a centuries-old family cemetery on the grounds of the BASF chemical plant in Ascension Parish turned into the discovery of a forgotten burial site for enslaved people dating back to the 1820s.
