The SMARTer, the better?

It's Tuesday, so another episode of David Simon's "We Own This City" has just aired. We again return to the question of where tech and policing intersect.
 
Tomorrow, Mayor Brandon Scott is scheduled to announce SMART policing initiatives that focus on the intelligent deployment of law enforcement resources. No word yet on how or if this will involve any tech deployment.
 
Still, some questions remain that I pose to you: In what ways do you think tech can aid in more intelligent deployment of law enforcement resources? Moreover, how should tech and policing stay separate? What initiatives do you think Mayor Scott has in mind?
