Man who killed Jazmine Barnes thought car belonged to someone else, authorities say

Authorities in Harris County have charged 20-year-old James Black Jr. with capital murder for the death of 7-year-old Jazmine Barnes, the Harris County Sheriff's Office confirmed Saturday.
