Good afternoon, Welcome to life in Tier 3, which for most means the reopening of shops and businesses under strict conditions - while others remain closed. It seems Christmas panic-shopping seems to have set in already with many retail parks looking very busy. But the high streets have reopened with mixed feelings, not least in Preston and Blackpool where news key anchor store Debenhams faces the axe is a huge blow for both staff, shoppers and the wider economy, hot on the heels of the collapse of Arcadia - which owns Topshop and Dorothy Perkins among others. The crime desk is busy today. There has been a stabbing on Marks and Spencer in Burnley this morning and a murder probe has been stood down following the death of a man by stab wounds in St Annes yesterday. Meanwhile, investigations are ongoing into two large fires, one at Baffitos and Preston and the other at a former hotel on the Blackpool seafront. We will be keeping you updated all day as always.
