LGBTQ+ bills pass: The Louisiana Legislature has passed bills to outlaw gender-affirming health care for transgender minors; ban talk about sex and gender in school and let teachers ignore students' requests to be addressed by alternate pronouns. Reading tests: State lawmakers have agreed to require third graders to pass a reading test to advance to fourth grade, Tyler Bridges reports. The change is aimed at raising Louisiana's dismal literacy rates. A similar law was passed in Mississippi in 2013; reading scores there shot up dramatically afterward. Recall bill fails: An effort to change the rules for recalling an elected official in Louisiana has died – and the lawmaker who championed the changes faces threats from his former supporters, Sam Karlin reports.
