In view of the EU’s internal crises, and a general democratic rollback in candidate countries, enlargement seems from today’s perspective rather unlikely. Has the EU reached its limits? How can the reforms of the EU institutions and structures address the expectations of candidate countries and at the same time guarantee the cohesion of the EU?
