As Europe embarks on an ambitious path toward green and digital transitions, as well as improving productivity while strengthening EU security, the financing of these strategies has become a critical challenge for policymakers.
Achieving these EU goals requires increased private and public investments. However, the EU faces an investment gap of about €800 billion annually, as highlighted by Mario Draghi’s report. In the context of the Multiannual Financial Framework for 2028-2034, the new European Commission will have to navigate several critical financing challenges.
