Few that have traveled the freeways in Los Angeles would fail to identify a congestion problem. The populous Southern California city is exploring a new tactic that is picking up speed in other areas. The very car-dependent city and its surrounding areas are considering congestion pricing zone pilots to reduce emissions and ease congestion issues. “If we can pull this off, in the most congested area of this country, then it can be done anywhere in the world,” said Phil Washington, CEO of the Los Angeles County Metropolitan Transportation Authority.
