He is the founder and first director (1991-99) of the Israel Missile Defense organization, the body that oversees missile defense programs in Israel's Ministry of Defense. He went on to serve on the National Security Council (1999-2001). Mr. Rubin holds a BS in aerospace engineering from the Israel Institute of Technology, an ME in aerospace engineering from the Rensselaer Polytechnic Institute, and a PhD in political science from Bar Ilan University. Originally from the UK, he moved to Israel in 2001. He holds a BA from University College London and an MA from Reichman University (IDC Herzliya).
