In the May/June issue of Foreign Affairs, Matt Pottinger, who served as deputy national security adviser under President Donald Trump, and then U.S. Representative Mike Gallagher—both leading voices on foreign policy within the Republican Party—argued that the Biden administration had its China policy backwards.
