How to use customisation possibilities in IUCLID

The OECD has published an update on the customisation opportunities for IUCLID in managing chemical data. The update includes use cases and provides more information on how IUCLID can support authorities and industry in different data collection contexts and for different regulations. The document was prepared by the OECD IUCLID Expert Panel. 

HelpNet's 20th meeting: Strengthening SME support

The 20th meeting of the HelpNet Steering Group took place on 21 May 2025 in Helsinki, bringing together participants from the national helpdesks of the EU Member States, accessing countries, the European Commission, as well as industry stakeholders. 

The topics discussed covered, amongst others, the role of the network in supporting small and medium-sized enterprises (SMEs) and the use of artificial intelligence to assist helpdesk work. 

Since 2007, HelpNet has been strengthening the collaboration between ECHA and the national helpdesks by ensuring that stakeholders receive consistent and harmonised advice.

New intentions to identify SVHCs

We have received intentions for identification as substances of very high concern (SVHCs) for: 

• 4,4'-methylenediphenol (EC 210-658-2, CAS 620-92-8), expected date of submission: August 2025.
• 4,4'-[2,2,2-trifluoro-1-(trifluoromethyl)ethylidene]diphenol (BPAF) and its salts (EC -, CAS -), expected date of submission: August 2025.
• 1,1'-(ethane-1,2-diyl)bis[pentabromobenzene] (DBDPE) (EC 284-366-9, CAS 84852-53-9), expected date of submission: June 2025.

To facilitate the potential identification of DBDPE as an SVHC, we will organise an ad hoc SVHC consultation. This will support the restriction work on brominated flame retardants and align with the deadline for a possible transfer of the substance, through a delegated act, directly to Annex VI of the CLP Regulation.

The consultation is expected to launch on 27 June 2025, with a deadline of 11 August 2025.

Consultations on harmonised classification and labelling

We are looking for comments on the harmonised classification and labelling proposals for: 

• trifluoroacetic acid .… % (EC 200-929-3, CAS 76-05-1);
• sodium trifluoroacetate; [1] and other inorganic salts of trifluoroacetic acid [2] (EC 220-879-6 [1] - [2], CAS 2923-18-4 [1] - [2]);
• di(morpholin-4-yl) disulphide (EC 203-103-0, CAS 103-34-4);
• N,N'-hexane-1,6-diylbis[2,2-dimethyl-3-(morpholin-4-yl)propan-1-imine] (EC -, CAS 1217271-49-2); and
• N-[3-({[2,2-dimethyl-3-(morpholin-4-yl)propylidene]amino}methyl)-3,5,5-trimethylcyclohexyl]-2,2-dimethyl-3-(morpholin-4-yl)propan-1-imine (EC -, CAS 1217271-02-7).

New intention and proposals to harmonise classification and labelling

One intention has been submitted for:

• pendimethalin (ISO); N-(1-ethylpropyl)-2,6-dinitro-3,4-xylidine (EC 254-938-2, 40487-42-1).

Two proposals have been submitted for:

• chlorantraniliprole (ISO); 3-bromo-N-[4-chloro-2-methyl-6-(methylcarbamoyl)phenyl]-1-(3-chloropyridin-2-yl)-1H-pyrazole-5-carboxamide; 3-bromo-4′-chloro-1-(3-chloro-2-pyridyl)-2′-methyl-6′-(methylcarbamoyl)-1H-pyrazole-5-carboxanilide (EC -, CAS 500008-45-7); and
• permethrin (ISO); m-phenoxybenzyl 3-(2,2-dichlorovinyl)-2,2-dimethylcyclopropanecarboxylate (EC 258-067-9, CAS 52645-53-1).

Occupational exposure limits

New requests from the European Commission for 2025

The Commission has asked ECHA to make scientific evaluations on the following items in relation to their adverse effects on workers.

Under the Chemical Agents Directive:

• A scoping study on poorly soluble low toxicity particulates (PSLTs).

Under the Carcinogens, Mutagens or Reprotoxic substances Directive:

• A scoping study on organotin compounds.
• An interim guideline or a report on combined exposure.
• Preparation of occupational exposure limits for Lithium compounds, including:
• Lithium carbonate (EC 209-062-5, CAS 544-13-2);
• Lithium chloride (EC 231-212-3, CAS 7447-41-8); and
• Lithium hydroxide (EC 215-183-4, CAS 1310-65-2).

The respective calls for evidence will be launched in late June.

These tasks are to be finalised by 22 May 2027 and will, where appropriate, include proposals for occupational exposure limit values, biological limit/biological guidance values and/or notations.

How to prepare a Drinking Water Directive notification of intention

We have published a new manual to help companies prepare IUCLID dossiers for notifications of intention under the Drinking Water Directive.

The manual includes detailed and practical instructions on how to generate a substance dataset and outlines the IUCLID sections that need to be filled in.

European Commission

Workshop on a network of EU substitution centres

The European Commission, with the support of consultant WSP,  is organising a hybrid workshop on 18 September 2025, focusing on the possible new EU network of substitution centres for chemicals. The workshop aims to gather feedback on the presented options and, in particular, to discuss activities, SME engagement, and potential challenges.

If you are actively involved in chemical substitution and are interested in joining, express your interest by 4 June 2025. Registration does not guarantee a space at the workshop, as places are limited.

Biocides decisions on active substances and Union authorisations

The Commission decisions granting a Union authorisation for:

• the single biocidal product 'Fernox Biocide AF10';
• the single biocidal product 'Hydrocid 306';
• the biocidal product family 'Transfluthrin emanators UA BPF'; and
• the biocidal product family 'Lactic Acid Teatdip Products'.
  

The Commission decisions approving existing active substances:

• 1,2-Benzisothiazol-3(2H)-one (BIT) for product-types 6 and 13;
• 2,2-Dibromo-2-cyanoacetamide (DBNPA) for product-type 6; and
• formic acid for product-type 6.
