The Canadian publishing industry has been dealt yet another blow in its long-running dispute over copyright and fair use in educational settings.

With the Hay Festival's board having endorsed an independent investigation, the program's co-founding director has resigned.

The new award, with its inaugural presentation set for next summer, is open to submissions both in fiction and nonfiction.
