Jail incentives: Cuyahoga County jail inmates could choose among phone calls, remote video visits, or a bag of popular snacks like Oreos, ramen noodles and chips, in exchange for getting vaccinated. Courtney Astolfi reports the incentive packages, valued at roughly $50 per person, are intended to boost low vaccination rates among inmates, who so far have shown little interest in getting the shot.
Infrastructure deal: If all goes according to Rob Portman’s plan, the U.S. Senate will vote this morning to approve the infrastructure deal he’s spent months negotiating, reports Sabrina Eaton. Portman says he’s spent three weeks in Washington, D.C., without returning to Ohio so he could iron out all problems with the bill.
Moral clause: Public health experts say a new Ohio law that would let doctors and nurses refuse to treat people on the basis of “moral, ethical or religious beliefs” is unnecessary, Julie Washington reports. The American Medical Association and many hospital systems already give caregivers the right, in non-emergency situations, to decline to provide care to a patient under certain limited circumstances. And Ohio’s medical associations are lobbying in Columbus to introduce new legislation to correct the clause.

Early voting: The Cuyahoga County Board of Elections sent out reminders Monday that early in-person voting and voting by mail begins next week. Early in-person voting and vote-by-mail for the Sept. 14 primary election starts Tuesday, Aug. 17, reports Cameron Fields.
Low-income Ohioans: A new study says the coronavirus pandemic has disproportionately hurt low-income Ohioans because of issues such as skyrocketing unemployment, food shortages and limited access to education and medical care. Jeremy Pelzer reports the Ohio Association of Community Action Agencies found that low-income Ohioans were the first to lose their jobs or see their hours or wages reduced during the COVID-19 crisis.
Teen guilty: A 15-year-old boy pleaded guilty Monday to his role in the fatal shooting of Cleveland police Det. James Skernivitz and a police informant. Cory Shaffer reports the teen, who did not fire any shots during the botched robbery turned deadly shooting, pleaded guilty to two counts of aggravated murder.

Arts Prize: The Cleveland Arts Prize has announced its 2021 honorees, along with its special prize winners, recognizing artists, performers and advocates in Northeast Ohio for their accomplishments and contributions to the arts scene.
