Reining in water bills: The City Council has banned the practice of estimating water meter readings starting next year, another attempt to combat the expensive and erratic Sewerage and Water Board bills customers often receive. Ben Myers has the details. Rats, not gas: That suspected gas leak that caused the evacuation of City Hall on Wednesday? Turns out it may have been dead rats. Possibly exploded ones.
