After a series of children's deaths, the state created an ombudsman position to oversee the Louisiana Department of Children and Family Services. After five months as ombudsman, Baton Rouge's Kathleen Stewart Richey is calling for more leeway to investigate complaints. Two siblings from Broussard were awarded $216 million in what's believed to be the first application of a 2014 Louisiana law that allows punitive damages against domestic abusers.
