1. Colombia’s national budget is set at nearly USD 83 billion.

The President of the Republic sanctioned the law by which the budget of income and capital income and expenses was established. Among the measures adopted are the authorization to the National Government to regulate an austerity plan in expenditure and the authorization to subscribe alliances with multilateral organizations and private entities with the purpose of gathering scientific, financial and logistic resources.

2. Uncertainty around the applicability of PCR testing to foreign travelers entering by air.

Recently, a Colombian local judge ruled on the obligation that the Ministry of Health and Social Protection had to request negative PCR tests for travelers wishing to enter the country by air. However, the Ministry has yet to comply with such ruling and has responded to the judge with questions about its implacability ad practical consequences. This debate is still ongoing.

3. Extension of the selective isolation measure and health state of emergency.

The new Decree related to selective isolation modifies and extends the current measures until January 15, 2021 to prevent the spread of COVID -19, preserve the health of Colombians and adjust to the current circumstances of reduced transmission with differential behavior in municipalities and districts. Among others, key modifications include the permitted operation of bars and fully operational border sea crossings. Likewise, the health state of emergency was renewed until February 28, 2021
