1. Vaccine against COVID-19 will be free for all Colombians.

Along with free vaccination, Congress approved a tax break of up to 50% in income tax for those who donate resources for the purchase of the vaccine and a joint liability between the pharmaceuticals and the State related to the effects of the vaccine.

2. The Superintendence of Finance reaffirms the prohibition of offering foreign insurances.

The Superintendence of Finance (“SFC” per its acronym in Spanish) restated that foreign insurers cannot offer insurances in Colombia on a cross-border basis, except for those insurers registered in the RAIMAT and RAISAX.

3. The National Hydrocarbons Agency sets the conditions for the second round of awards related to Special Contracts for Research Projects.

The National Hydrocarbons Agency published Agreement No. 8 of 2020, whereby the final terms of reference of the Special Contracts for Research Projects (“CEPI”) Selection Process are modified regarding the minimum investment that the proponent must execute within the performance of the Program of Research and Operational Activities.

4. National Railway Plan: A milestone in Colombian infrastructure

Railway activities are set to be modernized and promoted with the issuance of the Railway Master Plan ("PMF"). Five key aspects will be the center of this new plan: Institutional support to identify roles and activities to be executed in a coordinated manner; normative renewal of the provision of this sector, regulatory update focused on technical and economical aspects, planning of projects and securing financial support.
