Payment of the National Tourism Tax is postponed.
Companies that provide international air passenger transport services, will have until October 30th, 2020, to submit and pay the National Tourism Tax, corresponding to the first and second quarter of 2020. Likewise, resources from the National Tourism Tax may be used to contribute to the subsistence of tour guides registered in the National Tourism Registry. Finally, there will be differentiated rates for micro-enterprises, small businesses, and non-profit associative and solidarity entities in the issuance, modification, and renewal of health registrations.

Guidelines applicable to the safety of construction personnel and companies in the construction sector.
As the reactivation of the construction sector starts, the National Government issued guidelines pertaining, among others, to individuals responsible of construction workers, site leaders, occupational risk managers and workers outside the site. These guidelines have emphasized the importance of providing clear and timely information on COVID-19 preventive and containment measures, including information and ongoing education strategies. Likewise, it dictates the obligation to adapt biosafety, prevention and promotion protocols for the prevention of the COVID-19 in the area of the projects.

Measures issued to protect the health of individuals in the transport logistics chain.
In order to prevent, reduce exposure and mitigate the risk of infection by COVID-19, among others, the following measures were issued: ensure that users in the transport sector use conventional mouthguards, drivers shall spray with disinfectants spaces where the driver and passengers have contact, drivers must receive from their employer protective gear and, receive training from qualified personnel on how to use personal protection elements safely.

Colombia joins the Organization for Economic Co-operation and Development (OECD).
Colombia has now completed its domestic procedures for ratification of the OECD Convention and deposited its instrument of accession. This brings to a successful conclusion an accession process that began in 2013.

National Institute of Food and Drug Administration (INVIMA) will prioritize procedure of medicines that treat COVID-19.
Considering the recommendations of the World Health Organization, INVIMA will prioritize procedures of pharmaceutical products identified and classified as first and second line for the treatment of symptoms and complications of COVID-19 in critical and non-critical patients by the Ministry of Health and Social Protection.

The Superintendence of Industry and Commerce (Superintendencia de Industria y Comercio) reinforces protection for rights of users of telecomms services.
Providers of telecommunications networks and services providers (TNSP) are obliged to inform users of postpaid and prepaid services of their rights during the state of emergency and the rules that apply to the suspension of service for non-payment on time and other information that specifically telecommunications providers must inform users on.

Biosecurity protocol for management of Covid-19.
Amidst of the reactivation of the economy, the Ministry of Health and Social Protection (Ministerio de Salud y Protección Social) issued mandatory guidelines that seek to minimize factors that may generate the transmission of COVID-19. These guidelines provide obligations for both employers and employees, which include, among others, flexible shifts and working schedules, as well as to encourage remote work or work from home and report to the employer or contracting party any case of infection, so that the corresponding measures are adopted.

Extension of the preventive mandatory isolation in Colombia.
The National Government extended the current mandatory isolation from April 27 at 00:00 to May 11 at 00:00. There are six new exceptions to these measures, some of the most important are: activities related with the construction sector; the manufacturing industry; the commercialization of accessories and spare parts of bicycles; and the operation of games of chance, permanent bets and lottery.

New guidelines for the operation of the manufacturing sector.
Considering the gradual activation of the manufacturing sector, the Ministry of Work (Ministerio del Trabajo) issued general biosecurity measures that must be implemented prior to the commencement of their operation and that include, among others, regular maintenance and disinfection of sites and the provision of personal protection equipment that apply to this sector. Moreover, companies operating in this segment of the economy shall comply with the biosecurity protocols set by the Ministry of Health and Social Protection and with the instructions that complementarily adopt or issue the territorial entities where each factory operates.
