Facebook's Libra project has also released a new whitepaper, outlining a series of significant changes to the venture. The most major of these is the shift from one stablecoin to multiple stablecoins, each backed by a single fiat currency. The coin will also no longer be permissionless, due to more stringent anti money-laundering and anti-terrorism protocols. Tether USDT has surpassed Ripple's XRP to become the third-largest cryptocurrency in the world, as reported by OnChainFX, a coin tracker by Mesari.
