The Census Bureau's announcement earlier this week that it will end its count one month early on Sept. 30 has created consternation among experts, who fear the move will undercount populations like Black Americans and Native tribes and skew the balance of power in the U.S. for years to come. "This is really an insidious ploy to have cities that have large immigrant communities in particular to lose congressional representation and to have that representation moved to red Republican areas," said New York City's census director.
