Anchorage will spend a little more than half its CARES Act money on rental and mortgage relief, child care assistance, small business relief and first responder efforts. The city received almost $157 million in federal CARES Act money to respond to the COVID-19 pandemic. Budget planning for the money began in May and last week, the Assembly finalized allocations to a variety of different relief programs. Assembly chair Felix Rivera spoke at a press conference Monday afternoon. "While it isn't enough to help everyone and meet all of the need, it is going to help keep people in their homes, keep people employed, alleviate the burden of some parents by helping out with childcare, allow for a better distribution of food to those in need, and more," he said.

The Chicago fire academy is closed until further notice after an apparent COVID-19 outbreak impacting both students and instructors. Officials said they are working to determine the source of the outbreak at the Robert J. Quinn Fire Academy, located at 558 W. De Koven Street in the South Loop. It's not clear how long the building will be shut down. Officials have not said exactly how many people tested positive for COVID-19, but there are multiple cases. Those individuals are now in isolation and none require hospitalization. For now, the other trainees will participate in remote instruction. Fire officials said the facility where Chicago firefighters are trained will undergo a deep cleaning. A representative from a janitorial service was seen arriving at the fire academy Monday afternoon, apparently to do a site survey.

Another day of dead marine life surfacing in Biscayne Bay as the swath of suffocated fish appears to be spreading. On Saturday, members of Miami-Dade Fire Rescue went out on the water to help the animals breathe. The effort was coordinated by Miami Waterkeeper after reaching out to Port Miami for use of their fireboats. Two fireboats were deployed into Biscayne Bay to the most critical areas showing dangerously low oxygen levels, which has killed thousands of fish and other marine life over the past week. The mission for the crew of Fireboat 21, which welcomed Local 10 News' Louis Aguirre aboard Saturday, was to aerate the sections of the bay most in need, creating more oxygen in the water. "It's a big bay, a lot of gallons of water," said Fireboat 21 Capt. Jorge Gonzalez of Miami-Dade Fire Rescue. "We're only affecting a little bit. Luckily the fish kill has only been concentrated to a few spots and those are the areas we're hitting"

VIDEO: No injuries were reported Tuesday after a fire damaged a tank at a Pasadena refinery. The fire was reported about 5:45 a.m. in an oil tank on the northeast corner of the property at Pasadena Refining Systems. According to Bill Stephens, a spokesman for Chevron, the fire was extinguished about 6:30 a.m. but fire crews are still working to cool down the tank. Stephens said air monitoring on the perimeter of the property has not detected any problems offsite. Officials said the Houston Ship Channel was briefly closed as a precaution since the tank is near the channel. The Washburn Tunnel and some streets surrounding the facility that have been closed are expected to reopen soon, Stephens said.
