In St. Francisville, several questions remain following a murder-suicide that left a domestic violence victim dead. An ankle monitor and a restraining order couldn't prevent the death of Peggy Rayburn last week, as Lea Skene outlines. And we're a month out since Hurricane Ida struck, and there are still plenty of problems around.
