In July, the U.S. House of Representatives voted on the Fiscal Year 2023 National Defense Authorization Act (NDAA), which included a provision conditioning the sale of F-16s and related modernization kits to Türkiye. Section 1271 requires the White House to provide "concrete steps taken to ensure that such F-16s are not used by Türkiye for repeated unauthorized territorial overflights of Greece." While the House amendment passed with a strong bipartisan majority, the Senate did not get the opportunity to introduce a similar amendment to its own version of the NDAA. The two chambers must reconcile the differences in the bill through a process of "conference negotiations," where the fate of the House's F-16 provision will be decided.
