California Gov. Gavin Newsom has signed legislation to eliminate barriers to developing affordable housing on surplus property owned by colleges and religious institutions. Housing is a key piece of Fed's push to lower inflation September's inflation numbers showed an uptick in shelter prices, presenting at least a temporary stumbling block for the Federal Reserve, which has counted on easing housing inflation.
