A home care benefit for Medicare Almost 1 in 5 Americans over the age of 65 are unable to manage basic activities of daily life without assistance. For those over 85, the proportion is closer to half. Despite this, senior citizens have few affordable home care options available to them. The private long-term care insurance industry has not worked well, and the federal Medicare program covers only short spells of home care after a hospitalization. Medicaid offers a critical long-term care safety net for people who get their health care primarily through Medicaid, but eligibility is restricted to those with very low income and few assets.
