Another suspect is still at large
| | Sept. 16, 2021 One man has been arrested in the shooting deaths of four people found in Wisconsin last weekend. The Dunn County Wisconsin Sheriff's Office says a 56-year-old St. Paul man has been arrested by the St. Paul Police Department and is in custody at the Ramsey County jail. Law enforcement is still searching for another suspect, a 38-year-old believed to be in the Twin Cities area. The Minnesota Supreme Court ruled today that unanimous votes are required for pardons to be issued by a state board.
The ruling means that the board, made up of the governor, attorney general and chief justice, all must be in agreement to grant a pardon.
Minnesota’s pardon process dates to a 19th century constitutional amendment that took sole authority away from the governor.
Attorney Andy Crowder brought the challenge to the state’s process. He represented a woman denied a pardon after she killed her husband, who she says subjected her to repeated abuse. Crowder says two of three board members, including DFL Gov. Tim Walz, supported pardoning her.
